He gained a bachelor’s degree in Banking and law in London in 2011. In 2014, he spent a year specialising in Islamic Jurisprudence at the Blackburn Darul Uloom under some of the senior Hanafi scholars.
Mufti Billal also acquired some professional diploma such as the post graduate diploma from the Institute of Islamic Banking and Finance, London and also the Certified Sukuk Professional from Al Huda CIBE.

He was born on the French Island of Reunion where he memorised the Quran before moving to the UK at the age of 17. He completed his 6 years Islamic theology studies at the Darul Uloom Bury in 2004 under the guidance of many prestigious scholars of fiqh and hadith.

After education, in order to gain further expertise in the field of Islamic Financial matters, he became a research assistant for the chair Mufti Zubair Butt for Al Qalam Sharia Panel.
He was also the Imam of Chingford Masjid for two years before he left to join the National Zakat Foundation as an expert in Zakat Services in 2017.
